How the General Assembly Works in Virginia
The Virginia General Assembly is the Commonwealth’s legislative body, consisting of 40 Senators and 100 Delegates. The General Assembly convenes in Richmond each year for a legislative Session, which begins in January and lasts 45-days in odd-numbered years and 60-days in even-numbered years. During Session, legislators review, debate, and vote on thousands of bills that directly impact how Virginians live and work.

How We Engage
HBAV’s Government Affairs Team works year-round to ensure legislators understand the challenges and opportunities facing Virginia’s residential construction industry.
Each Session, our team advances a strong Legislative Agenda comprised of the association’s priority bills. Developed from member input, vetted by technical experts, and approved by HBAV’s Legislative Committee, these bills address the regulatory, financial, and legal issues that affect the ability to build homes throughout Virginia. Our team also monitors hundreds of potentially harmful bills each Session, working to improve, oppose, or defeat those that hinder housing supply or increase the cost of building homes.
