Workforce, Labor & Licensure
Whether you're applying for a contractor license, renewing a credential, hiring employees, or ensuring your job site meets workplace safety requirements, understanding Virginia's labor and licensure regulations is an essential part of doing business.
How Labor and Occupational Regulations Work in Virginia
Department of Professional and Occupational Regulation (DPOR) administers Virginia’s professional and occupational licensing laws and regulations, including licensing requirements for contractors, electricians, plumbers, HVAC mechanics, architects, engineers, land surveyors, and real estate professionals. Its resources include license applications and renewals, license verification, regulatory guidance, approved education and continuing education information, and information on proposed regulatory changes.

Department of Labor and Industry (DOLI) administers and enforces Virginia’s workplace safety and labor laws, including construction safety standards, wage and hour requirements, child labor laws, and prevailing wage requirements for certain public works projects. Through its Virginia Occupational Safety and Health (VOSH) program, DOLI offers employers free workplace safety consultations, training, and educational resources to help improve jobsite safety and maintain compliance.
How We Engage
HBAV champions a skilled workforce and safe working conditions to protect homebuyers, uphold construction quality, and meet Virginia’s housing needs.
We bring the perspectives of all HBAV members – employers and employees – by advocating for transparent and efficient licensing standards, fair worker protections, and practical labor policies that strengthen our workforce without creating unnecessary barriers to homebuilding.
