A thoughtfully designed residential development isn’t measured only by the homes it builds, but by the community it creates.
That philosophy was on full display as the Home Builders Association of Virginia honored South Harbor by East West Communities with Community of the Year, the association’s highest project award, during its sixth annual Housing Excellence Awards Celebration.
Located in Isle of Wight County, South Harbor was recognized for combining thoughtful planning, quality construction and an active lifestyle into one of Virginia’s premier 55+ communities.

Developed by East West Communities in partnership with Ryan Homes, the community will ultimately include 340 single-family homes and townhomes centered around preserved natural spaces with amenities designed to foster connection among residents. Homes start at $309,000.
South Harbor also earned Best Community Amenity, recognizing its combination of recreational spaces and year-round programming that encourages neighbors to build lasting relationships. More than 60% of homes back to wooded areas, while a $4.75 million amenity package includes walking trails, a clubhouse, heated pool, dog park, food truck plaza and the signature SportsGarden, featuring pickleball courts, bocce, shuffleboard and putting greens.
Despite a challenging housing market, South Harbor became the best-selling active adult community in South Hampton Roads in 2025, according to East West Communities. The company says it has sold 270 homes in the community.
“We’ve been developing communities for 50 years, and this was our first venture into the 55-plus market. As you can imagine, a lot of time was spent planning and executing South Harbor, and coming out of COVID and operating in an inflationary market, we’re just proud that we were able to bring to life what we intended to,” said Aaron Millikin, senior vice president of development at East West Communities. “This has been well received in Isle of Wight County, and a majority of our buyers come from there, so people are relocating into and staying in their community. It’s been a pleasure to see folks who have embraced the project and made South Harbor their home.”

The company was praised for offering homes across a wide range of price points while maintaining a customer-first approach built on transparency, trust and lasting relationships.
Brooke Selden, Costen Floors: Woman of the Year
Selden was recognized for her leadership throughout Virginia’s home building industry. She has served on numerous HBAV committees, held leadership roles within the Home Building Association of Richmond and supported charitable organizations including St. Jude Children’s Research Hospital, the American Heart Association and the American Cancer Society. Judges praised her collaborative leadership style and commitment to mentoring others.


Andrew Painter, Walsh, Colucci, Lubeley & Walsh, P.C.: Associate of the Year
As chair of HBAV’s Legislative Committee, Painter helped guide the association through a successful General Assembly session while bringing together members from across Virginia to advance housing priorities. His work with the Northern Virginia Building Industry Association and extensive experience navigating local government and development issues have made him an instrumental voice for Virginia’s home builders.
Jenny Tapscott, Blue Ridge Home Builders Association: Executive Officer of the Year
Tapscott was recognized for growing membership, expanding programming and strengthening workforce development initiatives throughout western Virginia while creating new opportunities for member engagement.

Giving back to Virginia communities
Noah Hughes was named Teacher of the Year. The carpentry instructor at Caroline High School was recognized for preparing students for careers in residential construction through hands-on learning, industry partnerships and workforce development initiatives.
HBAV presented two Community Impact Awards recognizing extraordinary charitable leadership.
- L.G. Flint was honored for its 2025 St. Jude Dream Home campaign, which generated $1.5 million for St. Jude Children’s Research Hospital through donated labor, materials and trade partner support.
- StyleCraft Homes earned the association’s second Community Impact Award after raising $1.45 million during its 2025 St. Jude campaign. The company has generated more than $8 million for the hospital over the past seven years with support from more than 50 industry partners.

- Innovation in Construction: John Brock, SPOT (Single Point of Truth), for creating an integrated construction management platform connecting planning, scheduling, budgeting and field operations into one real-time system.
- Construction Manager of the Year: Scott Davis, Republic Home Builders.
- Sales Manager of the Year: Sara Hoagland, Southern Development Homes.
- Outstanding Trade Contractor: Costen Floors.
- Builders Mutual Safety Program of the Year: Costen Floors, for expanding its safety program to include Narcan administration, CPR and proper PPE use while preparing employees to respond to both job site hazards and real-world emergencies.
- Remodeler of the Year: L.G. Flint General Contractors.
- Lender of the Year: Tonya Kern, ONE Presidential Mortgage.
- Young Professional of the Year: Ian Friend, SAS Builders, who rose from intern to project manager overseeing multiple large-scale developments and helping deliver nearly 1,000 much-needed beds to the New River Valley.
Recognizing exceptional projects
HBAV also celebrated excellence in residential design and construction through its project awards.
MC3 Design earned Best Unique Home Feature for a premium wellness retreat that transformed the basement of a historic home into a luxury wellness space featuring a professional-grade fitness center, hot yoga studio, sauna, steam shower, and spa-inspired recovery area.
Building Specialists received Remodeled Project of the Year for a remarkable renovation that unified an 18th-century log cabin, a 19th-century farmhouse, and a contemporary addition into a cohesive family home while preserving nearly three centuries of architectural history.
Unable to select just one, HBAV judges gave two awards for Custom Home of the Year:
- Silver went to Bramante Homes for a thoughtfully designed Piedmont farmhouse that blends timeless architecture with the surrounding landscape.
- Gold went to Schneider Construction for the Oyster House, a high-performance waterfront residence on Virginia’s Eastern Shore that combines coastal resilience, advanced energy efficiency and exceptional craftsmanship.
Celebrating local associations
HBAV also recognized the achievements of local home builders associations from across the Commonwealth.
The New River Valley Home Builders Association earned Best HBA Community Project for its Parade of Playhouses and Best HBA Workforce Development Initiative for its Workforce Development Drive.
The Northern Virginia Building Industry Association received Best HBA Government Affairs Initiative for its Governor’s and Legislative Breakfasts.
The Home Building Association of Richmond captured Best HBA Special Project/Event for Builder Bash.
HBAV also recognized outstanding volunteer leadership through its Committee Impact Awards. Rob Frogale received the Build PAC Committee award for his leadership, investment and commitment to HBAV and NAHB advocacy. Bradley Bryant earned the Education Foundation Committee award for his fundraising leadership and mentorship of students entering the trades. Saif Rahman received the Legislative Committee award for his advocacy efforts and leadership in advancing housing issues, particularly in Northern Virginia.

Housing Excellence Award Winners
South Harbor, a 55+ community in Isle of Wight County, features both single-family detached homes and townhomes. At completion, a total of 340 homes will be built. The combination of a nationally-awarded master plan developer, East West Communities, and the largest-selling home builder in Hampton Roads, Ryan Homes, has provided cohesive architecture and well-built, long-lasting amenities and homes.
All homes feature first-floor living with two-car garages, some with second-floor additional bedrooms. Sixty percent of the homes back up to natural spaces, providing privacy and serene views; plus, each home comes with $4.75 million in amenities, included with their HOA dues.
East West extensively researched the 55+ demographic to guide the planning and delivery of a land plan, amenities, and a selection of home plans that meet the needs of its target buyers. Using both a nationally-acclaimed amenity planner and a Virginia-based landscape architect, the community was designed to preserve the beauty of the land and natural resources of signature trees, ravines, and tributaries.
The amenities deliver indoor and outdoor spaces that encourage socialization, activity, and everyday joy. Several marketing messages were tested with the target audience and resulted in a community theme of “We’re not kidding when it comes to having fun.” The “SportsGarden”, unique to the community, incorporates wellness by providing a collection of active and fun sporting games, all centrally located at the amenity complex.
A scenic bridge, wide enough for two golf carts to pass, connects the amenities to the neighborhoods, making access easy for all homeowners. Street lights and special lighting at the amenity grounds allow residents to walk, bike, or ride a golf cart from their homes to the amenities.
Rising construction costs and inflation have made housing less affordable, especially for the 55+ buyer. Through painstaking planning and discipline, a selection of home plans and a tailored list of amenities were developed with desirability and affordability foremost in mind. In 2025, South Harbor home prices started in the low $300’s, with monthly HOA dues priced at $207 for single-family homes and $177 for townhomes.
Amenities include: wooded nature trails, scenic bridge, miles of sidewalks, heated pool, hot tub, shade, poolside firepits, covered outdoor pavilion with fireplace, clubhouse with multipurpose spaces and bar, food truck plaza, dog park, grandchildren’s playground, and the SportsGarden® featuring two lighted pickleball courts, bocce ball, shuffleboard, and a putting green. A full-time Director of Fun provides year-round activities.
From March 2023 to December 2025, South Harbor sold 60% of total homes — 206 of 340. After amenities opened in June 2025, South Harbor averaged 10 sales a month, cementing it as the best-selling 55+ community in South Hampton Roads. Homes currently priced from $309,000.

Zeropak’s multifamily project directly addresses a critical community need by providing safe, high-quality, low-income housing in a market where affordability has become increasingly out of reach, while also revitalizing an underutilized building and transforming it into a productive, purpose-driven property that serves residents who need it most.
By repurposing a previously unused structure, the project prevents blight, reduces the demand for new land development, and reinvests in the existing fabric of the neighborhood, strengthening both the physical environment and community pride. The development offers stable, dignified housing options for individuals and families who might otherwise face housing insecurity, allowing residents to remain close to employment, schools, healthcare, and public services.
The project delivers 121 residential units across five buildings, providing high-quality one, two, and three bedroom apartments to households earning less than 60% of the area median income. Initiated in 2020, it reflects long-term commitment and perseverance through a challenging development period, including economic uncertainty and rising construction costs. Leasing began in August 2025, with full occupancy expected by March 2026.
Residents benefit from features often absent from traditional affordable housing — a fully equipped fitness center, dedicated tenant storage, an on-site library, and free internet in all units. Every unit was designed using Universal Design principles, with 106 units fully ADA accessible, ensuring ease of use for residents of all ages and abilities.

The Oyster House was not designed to meet code. It was designed to redefine expectations — expectations that matter to a retired 4-star navy admiral and his wife looking for an innovative home to age in place, on land their family has owned for generations, designed with their lifestyle in mind.
Located on Virginia’s Eastern Shore, where salt air, humidity, wind, and severe coastal weather test every structure, this home represents a shift from minimum standards to measurable performance. It achieves a HERS Index of 48 and an exceptional 0.9 ACH50 — performance levels rarely seen in traditional coastal residential construction.
The Oyster House began with a simple but uncommon premise: what you don’t see matters most. Instead of designing from the outside in, this home was built envelope-first. A continuous exterior insulation strategy using ZIP R-3 insulated sheathing minimizes thermal bridging. Wall and roof cavities integrate a hybrid insulation system — closed-cell spray foam for air sealing and vapor control, open-cell foam for cavity performance, and Rockwool batts for fire resistance and acoustic control — each material selected for a specific building-science function.
Mechanical systems were engineered, not oversized. A geothermal HVAC system provides highly efficient heating and cooling, dramatically reducing energy demand while increasing resilience. A balanced Energy Recovery Ventilator ensures consistent indoor air quality and humidity management — critical in coastal Virginia’s climate.
For builders and trade partners, this project demonstrates that elite performance is achievable without exotic materials — only disciplined detailing, education, and accountability. The air-sealing protocols, exterior insulation strategy, geothermal integration, and ventilation design are now standardized within Schneider Construction’s workflow and being implemented in additional projects across the region.
The finished result is a home that feels different the moment you walk inside: stable temperatures, balanced humidity, quiet interiors, and confidence during coastal storms. The Oyster House proves that high-performance coastal construction is not aspirational — it is attainable.

The cliend had a long-held vision of a cottage-inspired farmhouse built into the rolling hills of the Piedmont. The chosen neighborhood is as unique as the home itself — both a working farm and residential community, where the pasture transitions to mountainous woods. The design team transformed the client’s vision into reality by balancing the nuances of the land and meticulous neighborhood requirements with intentional lifestyle details, resulting in a welcoming homesite tucked into the hillside with exceptional views from almost every room.
Exterior architectural features support the cottage theme with local natural stone cladding, shutters with authentic operable hardware, neutral siding textures, and steep rooflines. Distinct details such as inlaid stone reliefs on the chimney, a stunning rotunda, and a cobblestone-lined exposed aggregate parking court welcome homeowners and visitors as they make their way up the winding driveway to this elevated homesite.
The overall color palette is based on warm and muted whites, providing a neutral canvas for earthy tones that complement the surroundings. Vertical shiplap in the foyer and front hallways inspire a warm invitation into the home, and natural-stained white oak flooring sets the tone for a peaceful interior. While the main living area is completely open, the space is visually defined by beam placement, a framed glass wall, and adjacent rooms that retain a sense of intimacy.
The formal dining room boasts beautiful views on three sides, and screened porch pocket doors blur the lines between indoor and outdoor living. A cozy reading nook in the sunny rotunda shares a see-through fireplace with the living room. Within easy access is a custom library with floor-to-vaulted-ceiling bookshelves, complete with ladders and a vintage library card filing chest.
Material selections speak of quality and natural finishes — custom Wood-Mode cabinetry in a variety of species and finishes, natural quartzite countertops, marble stone in the bathrooms, and high-end appliances. The craftsmanship is visible throughout: vaulted and cupola ceilings, beautiful stonework inside and out, a glass wall in the kitchen, and a timeless yet personal color scheme.

Building Specialists celebrated their 51st year recently. Over that time, they have completed hundreds of home renovations and historic restoration work throughout Southwest Virginia. The Kozlowski Residence was just that kind of project — interesting, challenging, and requiring custom solutions at nearly every turn.
Tying a two-story 1770s log cabin into expansive glass walls, exposing the logs and re-chinking them, bolstering the structural integrity of portions of the house that were resting on old tree trunks still covered in bark, and reclaiming materials whenever possible was no simple ask. Creativity married with philosophical restraint was often the answer.
The construction demanded a rare level of precision and collaboration from the beginning. Combining an eighteenth-century log structure with a modern, minimalist design required technical expertise and aesthetic restraint. Building Specialists, working in close partnership with Spectrum Design, embraced the challenge fully — demonstrating an intuitive understanding of the design intent at every stage, even when execution required recalibration.
In the words of client Emma Kozlowski: “Nearly every aspect of the home required custom solutions. How would we respect the historical character while allowing the modern to breathe and prove functional? Ours was not an easy project, nor was it meant to be. But it is precisely that complexity that gives the home its quiet confidence. For us, it has never been about the finished product; it’s about honoring the past, embracing the present, and leaving room, always, for what comes next.”

The NRVHBA Workforce Development Drive delivered a coordinated, high-impact series of programs that directly address the residential construction industry’s most urgent challenge: building a skilled, sustainable talent pipeline in the New River Valley.
Built on the idea of a membership drive, the initiative used National Workforce Development Month, National Professional Women in Building Week, and Careers in Construction Month as a unified platform to recruit future workers, educate students and families, and equip current professionals with timely workforce insights. The target market was intentionally broad: K–12 students, Virginia Tech students, educators, workforce leaders, women and girls exploring the trades, current NRVHBA members, and community partners.
Over 6 weeks, the NRVHBA held 9 workforce-related events: a Picnic Table Build with Christiansburg Middle School, Member Insights Breakfast on Workforce Development, Build Her Dream Bed Build, Branch GIRLS Construction Event, Golf Tournament Fundraiser, Lunch and Learn on Aging in Place, Virginia Tech Residential Industry Panel, NextGen Connections Meet Up, and Christiansburg Elementary Career Trunk or Treat Event.
The Drive engaged over 850 K–12 students, over 100 Virginia Tech students, and over 145 member participants through hands-on builds, educational events, and networking opportunities. Partners included Habitat for Humanity NRV, Sleep in Heavenly Peace, Virginia Works, Virginia Tech, and local schools.
Funds raised through the annual golf tournament ($2,500) support the NRVHBA Scholarship Fund and future workforce development programming. New relationships formed with schools, Virginia Tech faculty, and workforce agencies are already informing ongoing collaborations — positioning the Drive as an annual cornerstone of NRVHBA’s strategic plan rather than a one-time effort.

During 2025, NVBIA was fortunate to have as its President, Saif Rahman, and as its Vice President of Government Affairs, Andrew Painter. Due to their involvement with NVBIA’s advocacy efforts and NoVA BuildPAC, NVBIA was able to introduce a Governor’s Breakfast in May and a Legislative Breakfast in October. With the help of NVBIA staff, both programs exceeded expectations in terms of participation by elected officials and member attendance.
The Governor’s Breakfast was organized in a quick three-week period, testing the logistical skills of NVBIA staff. The event brought together both builder and associate members to hear Governor Glenn Youngkin’s commentary on the state of housing in the Commonwealth, a presentation by Dr. Keith Waters of George Mason on how business and housing intersect, and a look at the local Fairfax County housing market by Chairman of the Fairfax Board of Supervisors, Jeff McKay. The event concluded with a panel of experts moderated by Andrew Painter featuring Jon Peterson of the Peterson Companies, discussing the challenges of building in the northern Virginia footprint.
In October, close to state elections, a powerful legislative program featured an esteemed group of leaders from each of the local counties speaking on jurisdictional issues — including the challenges of affordability, VDOT, increasing fees, and Federal government downsizing. Andrew Painter and Andrew Clark both provided clear insights into local and state political challenges. A strong showing by State Delegates, Senators, and local elected officials gave member attendees excellent face-to-face networking with those most impactful in fostering the association’s housing issues.
2025 was NVBIA’s golden year of advocacy. These two legislative efforts, in addition to a formidable turnout for the January “Day on the Hill,” gave NVBIA the ability to become a recognized trusted resource in the advocacy arena — something that had been missing in the most recent past.

The 2025 Parade of Playhouses created a community-centered fundraiser that directly supports classroom-based construction education, enhanced the annual NRV Home Expo, and showcased the talent, generosity, and creativity of NRVHBA members.
The initiative addressed a clear community need: increased access to hands-on, construction-related learning experiences for elementary and secondary students across the New River Valley. Through the NRVHBA Microgrant Program, proceeds from the auction of two custom-built playhouses funded classroom projects teaching carpentry, masonry, plumbing, electrical work, and construction design. In 2025, the Parade of Playhouses raised $4,000 for the Microgrant Program. Since the grant program’s inception in 2023, the NRVHBA has distributed $20,000 in grant dollars to local classrooms.
Community impact is tangible and meaningful. Microgrant-funded projects have enabled local students to build animal housing, raised beds, and a dry masonry garden — 68% of Blacksburg Middle School students identified this as their favorite part of the semester. Radford High School students constructed an advanced “Taj Mahal of chicken coops,” complete with hurricane straps, solar power, and specialty finishes. Eastern Montgomery High School students applied geometry, participated in permitting and excavation, and observed professional concrete finishing while creating an outdoor classroom.
NRVHBA staff coordinated builder recruitment, playhouse design guidelines, marketing, and an auction plan integrated seamlessly with the NRV Home Expo. Builder and associate members including Wizards with Sticks Construction, West Meadow Construction, and New River Valley Building Supply donated time, materials, and expertise to create whimsical, high-quality playhouses that drew families to the Expo and encouraged enthusiastic bidding.
Rather than a traditional fundraiser, the Parade merges family-friendly fun, imaginative design, and workforce pipeline investment — providing a repeatable, scalable model that NRVHBA can grow year over year.

Rahman earned the award for his outstanding leadership in housing advocacy and legislative engagement. His efforts to increase member participation and strengthen relationships with elected officials have elevated the industry’s voice throughout Northern Virginia.

Frogale was recognized for his exceptional commitment to Build PAC through leadership, generous support and grassroots fundraising efforts. His advocacy extends to both the state and national levels, helping strengthen the industry’s political voice.
Selden was honored for her exceptional leadership, service and commitment to advancing Virginia’s home building industry. In addition to leading within HBAV and the Home Building Association of Richmond, she championed Narcan training for the industry while supporting numerous charitable organizations and mentoring fellow professionals.
Starting as an intern at SAS Builders, Ian demonstrated exceptional drive, quickly advancing to Project Manager overseeing all development projects. By age 31, he has expertly managed the entire lifecycle — from complex rezoning and financing to construction and turnover — of three major multi-family developments: 109 units in 2019, 206 units in 2020, and 114 units in 2025. This work has brought nearly 1,000 much-needed beds to the New River Valley. Ian’s commitment to continuous professional development is evidenced by his Master of Public Administration (2018) and Certificate in Project Management (2025), and his rapid career trajectory was recognized locally when he received the Montgomery County Chamber of Commerce “40 Under 40” award in 2024.
Serving and leading his home building association is a core priority. Currently serving his third consecutive year as President of his local HBA, Ian previously served as Vice President and Secretary before assuming the presidency at just 28 years old. Beyond the executive board, he chairs both the Government Affairs and Touch-a-Truck committees, and his leadership extends to the state and national levels through active service on the HBAV Legislative Committee and as an NAHB delegate.
Recognizing a gap in specialized collaboration, Ian helped spearhead the creation of a local Multi-Family Council to tackle unique industry challenges and share innovative solutions. He also helped establish a Past Presidents Council, ensuring the association can successfully bridge emerging industry trends with the valuable institutional knowledge of veteran leaders.
Ian is deeply committed to workforce development and community enrichment. Through his service on the Post-Secondary Education Workforce Committee and active mentorship of Virginia Tech students exploring careers in construction, he works to directly guide and inspire the next generation of industry professionals.
Tonya Kern is a trusted lending partner to builders within the HBAR footprint, strengthening builder-lender collaboration through reliability, communication, and consistent results. Known for proactively solving financing challenges, she helps keep deals on track and accelerates timelines for buyers and builders alike. She has earned the trust of builders including LeGault, Monaco, and Mitchell Homes — relationships built not just on results, but on reliability and genuine partnership.
As a top-producing Loan Officer at ONE Presidential Mortgage, Tonya implements efficient, client-focused processes that simplify communication and improve the borrower experience from pre-approval through closing. She leverages practical, relationship-driven strategies to increase repeat and referral business while maintaining high service standards.
Within HBAR, Tonya is a hands-on contributor who shows up and makes things better. She serves on the MAME Planning Committee, emcees the Parade of Homes Awards Happy Hour, and helps bring major events like Builder Bash and the President’s Dinner to life. She was instrumental in creating the HBAR/PWB Scholarship webpage, supporting workforce development and industry accessibility.
As Chair of the Professional Women in Building Council, Tonya leads with integrity and a focus on collaboration and growth. She leads Women’s Loan Officer Team meetings, providing mentorship and encouragement to peers. A passionate advocate for homeownership education, she guides first-time buyers through the process with patience, clarity, and transparency — building relationships that extend well beyond the transaction. She was named HBAR Lender of the Year for 2025.

In 2025, L.G. Flint leveraged 75 years of established trust with their trade partners to lead the St. Jude Dream Home project, raising a collective $1.5 million for childhood cancer research. Their staff also raised $41,000 for Mustaches 4 Kids Lynchburg — the highest total of any participating team — directly benefiting over 30 local children’s charities.

Their longevity reflects not only quality workmanship, but a consistent commitment to relationships, integrity, and service. As active members of HBAR, BRBA, and NRVBA, Costen Floors strives to contribute meaningfully to the industry they have proudly served for generations.

Sara Hoagland first served as Sales Manager more than 12 years ago before stepping away to raise her family. When she returned to new construction sales in June 2021 as an Online Sales Consultant, she intentionally rebuilt her knowledge of the team, processes, communities, and buyers. She quickly exceeded expectations, and when the Sales Manager position became available, her promotion felt both natural and well-earned.
Sara transitioned seamlessly into leadership, earning the respect of her peers by setting clear expectations, strengthening collaboration with Production and Purchasing, and leading with both accountability and support. In May 2025, Southern Development Homes merged with Keystone Custom Homes. During this pivotal and uncertain time, the Sales and Marketing teams were the first to implement entirely new systems and processes — and Sara led that transition with clarity and optimism. Simultaneously, she was facing profound personal hardship as her husband battled and ultimately lost his fight with cancer. Even in the most difficult months, Sara remained present for her team, encouraging them, embracing change, and keeping performance strong. When she was able to refocus more fully on work, the results were undeniable — culminating in one of the company’s strongest fourth quarters ever.
Sara problem-solves in real time and develops creative promotions that energize her team and drive traffic and sales. She invests heavily in onboarding and development — most recently, a new hire secured a sale within six weeks due to her hands-on training. She champions continuous learning and ensures her team leverages all available tools to maximize performance, while never trying to turn sales reps into cookie-cutter versions of one another.
Beyond her team, Sara strengthens market presence through active involvement in BRHBA, the Women’s Council of Realtors, and the Parade of Homes. In the words of her team: “Sara is the kind of leader who makes people better — better sales professionals, better teammates, and better humans.”
Scottie Davis exemplifies the qualities of an outstanding Construction Manager. His success is built on a foundation of exceptional work ethic, disciplined project management, and a genuine commitment to both quality and people. His experience and reliability allow leadership to focus on the business while staying more involved in HBAV events and leadership.
One of Scott’s greatest strengths is his ability to foster strong relationships with subcontractors. He treats them with respect, communicates clearly, and holds everyone accountable — they know not to deviate from his schedule. His precision and attention to detail ensure excellence at every stage of the build process.
Scott demonstrates a deep commitment to the future of the construction industry. He sits on the Spotsylvania Career and Technical Education Advisory Board, actively mentors high school trade students as week-long externs, and donates his personal time as a judge for the Skills USA competition each year. In fall 2024, he participated in the Builder Blitz at the Valley Career and Technical Center — an AHBA and HBAV sponsored event — spending a day working alongside students to complete unfinished homes.
His impact is felt not only in the successful completion of projects but in the people he influences along the way. A customer who built a $2.4M home wrote Scott a personal letter praising his attention to detail and genuine care for the finished product, noting that Scott’s hard work, patience, and sense of humor made even a complex, change-heavy process less stressful and enjoyable.

Costen Floors’ safety program exemplifies a proactive, people-first approach that goes well beyond traditional jobsite safety requirements. Rather than reacting after incidents occur, the company actively identifies emerging risks facing today’s construction workforce and responds with urgency and accountability.
This commitment was demonstrated following a Trade Council meeting where builder partners voiced growing concerns about overdose response on active jobsites. Costen Floors immediately took ownership — by the following Monday, the company had scheduled its first Narcan training class. The initiative was designed to serve Costen Floors employees, builder partners, subcontractors, and the greater homebuilding community. When limited access to qualified trainers threatened to slow progress, Costen Floors developed in-house training capability, ensuring the program could continue to grow and remain available to the industry.

Their 2025 St. Jude Dream Home of Central Virginia became far more than a construction project – it was a fully coordinated community effort that raised an incredible $1.5 million for St Jude. By mobilizing trade partners and maximizing donated labor and materials, they ensured nearly every dollar went directly to life saving research.

StyleCraft has been a proud partner with St. Jude as the builder of the Richmond-area Dream Home since 2018. Their seventh year of a twenty-year commitment helped raise over $8 million for the Children’s Research Hospital cumulatively. The 2025 campaign saw their fastest ticket sell-out to date, with $1.45 million in donations — and StyleCraft was named 2025 St. Jude Campaign of the Year, meaning their Dream Home campaign was the best in the country.
StyleCraft partnered with ReeseBrooks Land Development and RCI Builders, who donated the land and lot, to place the Dream Home within the Viniterra neighborhood in New Kent. Over 50 local businesses donated time, effort, and expertise. StyleCraft built the home at net zero — no cost passed back to St. Jude.

Builder Bash is HBAR’s largest member event, with participation expanding year over year — 1,600 tickets sold in 2025 making it the largest yet. At just $65 per ticket, the event delivers a full-scale, high-energy experience built around a unique model: 36 member vendors host tents by simply providing food and drinks to 300 attendees each, creating a turnkey “company event” for members without the cost or logistics of planning their own.
Hosted at The Diamond in Richmond’s Flying Squirrels Stadium parking lot, the event requires 4–6 months of planning including site logistics, sponsorship coordination, vendor management, and permitting. Complex logistics include ABC licensing, beer truck operations, vendor layout, utilities, and high-capacity crowd flow. The 2025 event generated $65,000 in net income driven by strong ticket sales and repeat sponsor participation.
Builder Bash features a signature concept — a large-scale tailgate experience with no associated sporting event — with a live DJ, photographer, cornhole, and backyard games provided by members. Attendance loyalty is exceptional: it literally rains every year and people don’t leave. The event reaches members who may not engage in formal settings, expanding overall participation and strengthening member connection and association value across all facets of the industry, from field to leadership.
